Are you trying to mount both wheels on the the studs on your hubs? If you are, that won't work, duals require a special 2 peice inner and outer budd nuts. You install the inside rim and a budd inner nut first that screws onto the stud you have on your hub and then mount the outer wheel next and then screw on the outer nut on. You can find these nuts on E-Bay sometimes, and I think there is some guys here on the forum that have them too. You can also go to NAPA or a truck tire shop and get them also. Just remember you need left and right hand thread nuts. Here is some on E-bay right now, it does not say if they are right or left hand threads or if there is both in the lot. They are usaully marked with a L or R on the end of the innner nut that has the square head, you will also need to buy a Budd lug wrench also that has a square end and the other end in 1 1/2".
