It's not so much the cost of the steel, but the time it will take to cut out the rusted part and weld in a new one. The way it's made, with wood and rubber matting on the deck above the rusted piece, and an aluminum tread-plate step below it, I can't weld on it without a lot of major disassembly. I've already gotten into it far enough. The most I would do for cutting and welding is to cut out small rectangular sections, several inches from the wood/rubber and aluminum sections. If boat resin sticks well, I would think bondo would also stick since it's essentially polyester resin with a lot of filler added.
