I have seen Polyester resin (common boat resin) that had been applied to rusted steel. It adhered well and was a bear to get off. Finally had to burn it with a torch to soften so it would come off. The key is to get all the loose rust off first. With that said, this is the wrong way to repair it. I bet you can get 2 new 16 ga pieces and weld them in cheaper than messing with resin/bondo or whatever and it will be a proper permenant repair. Hit the local steel yard up for a donation, the steel is cheap.
