My advice would be to contact a local builder or roofer and see what they recommend for your area. This forum reaches a pretty wide audience and what works in one part of the country might not work in another. Here in Idaho the new thing is to keep the snow on the roof. They put standing tabs at the edge of the roof to keep the snow on for insulation. Of course that is for new construction where the whole house is built to accomodate the snow load. I assume that you are saying that the living space is directly below the 2-3" planks. You might be okay insulating on the roof directly but I would consider Scotts comments.
