WD-21

I have a WD-21 which appears to be an odd breed? The photos of similar trucks indicate that it is a 1941 however when I checked the serial number it indicates that the truck is a 1946? It also has the blackout lights so I assume it is military? Does anybody know if these trucks were the same from 1941 to 1946?
