Well I'm going to ask it - You're sure you have the choke and throttle linkage connected to the correct valves? If the throttle valve is closed, there is no way the engine will reach 2500+ rpm unless you have screwed the throttle stop screw all the way in.
The fuel starving problem is associated with low fuel pressure or plugged main jet/passage ways. Are you sure you assembled the carb correctly, no left over parts?
When you seated the idle air screw how many turns did you back it out?
