I had a 1988 Olds Delta 88 with a 3.8L V-6 that did this. After the starter went out, I replaced it and it cranked much faster, and started better, down to about 20 degrees. Below that, it had to be plugged in, or it wouldn't start. Period. That is how I dealt with it, just plugged it in, most of the time.
