OT query on 3 liter V-6 that won't start

My brother has a 1988 mini van with the 3 liter Mitsubishi V-6 engine. It ran fine for 140,000 miles. Now it won't ever start if the temp is below 45 degrees, but starts quickly if it is just above this temp.

What could cause this....computer problem???
