You are getting close - it is a measure of density. Truckers want to fit as much stuff in their trailers as they can carry. Super light stuff (or akward sized) take up a lot of usable space.
If you ship 10 pounds of feathers versus 10 pounds of lead, think of all of the space used by the feathers. You can haul a lot more pounds of lead.
The NMFC publishes this class rating, and the consultants DO get the big bucks to instruct companies on optimizing class for freight savings!
