Plugged air bleed?

The idle jet is a little tube extending downward into the carb body. Near the top of it, in the top of the carb is a little brass plug with an even littler hole in it. That is the air bleed- air comes in here and is mixed with the gas being sucked up the tube, sort of an 'idle carburetor'. This idle circuit is used at idle and partial throttle (called transfer circuit, a slot in the body of carb just above the idle screw). Then as the engine air flow increases, the main venturi system takes over. Sooo, maybe that air bleed is plugged, and the idle and transfer circuit is way too rich.

My advise is generic, I don't have an M37 carb to dissassmble in front of me. But it is a pretty simple carb. Continue to hold it up to the net, and I'll take a look at it.
