Signal Stat Question

Still having trouble with the signal stat flasher I put on the FF.

I can get all the correct lights to illuminate by putting the turn signal lever in the "left turn", "right turn" or "emergency flasher" positions. They all light brightly.

The problem is that they wont flash. They just come one and stay on as long as the lever is in the appropriate position.

I've replaced the flasher unit to no benefit. In fact, the new flasher is "hot", meaning it is conducting electricity to the mounting screw.

Anyone thinkof a reason other than my new flasher unit is shorted out internally?
