Poly 318 lifter questions?

Has anyone ever seen or used the style of lifter on the right side of this picture? The lifter on the left was removed from the Poly 318 and the lifter on the right is the new one we got from Napa. The new lifter dimensions are the same as the old style. Is this a newer design for improved oiling?
