Maybe the manual I have posted on my Kempner POWER WAGON Museum web site will show you what you need to know.
Click on the link below, scroll down to "Brakes" in the Technical Support Section and then go through the manual to Page 3.
The brakes part of the manual is in printable format.
You didn't say what model POWER WAGON you have. This manual is for the "Flat Fender" model.
