The military solid state flasher unit has one line runing to ground, the other two pins run up to the turn signal control unit (the flasher handle that is attached to the steering column that has all the point contacts in it...) with one a power in, the other a power out from the flasher.

Perhaps your unit has a gound and a in and out...
