The cab clearly is from a 2WD drive, as is the hood. The only original external POWER WAGON parts are the radiator shell, the grill, and the fenders.

Mike is right. Measure the frame points. As was suggested, the axle may not be properly mounted affecting the wheelbase measurement. (You measured both sides, right?)
