Have you filed a claim through PayPal?

Go to PayPal resolution center.

"To file your Buyer Claim, click Continue. We will work to resolve your Buyer Claim as quickly as possible, but it may take at least 30 days to complete our investigation and resolve the dispute."

I bought a book and the seller wouldn't answer emails, so I filed a claim. It took two days to get it all straightened out. I got the book a week later.
