After some testing with a stout 2-ohm rheostat, I decided that the fan blows pretty good on 8-9V. I put a .7 ohm heat-sink mounted resistor on the back of the panel, which being aluminum should do a good job of sinking the heat, and maybe even will help keep the gages unfogged. I let it run for a half hour or so and the motor doesn't feel the least bit warm, so I think I'll try it that way for the winter.
