My 95 DCTD 2500 does the exact same thing and I have had this happen in many of my dodge trucks throughout the years. It does have something to do with moisture. I have pulled the wheel and found it, plus with the newer trucks the ABS doesen't give any slack.... NowI'm experiencing that if I put it in gear to soon the brakes don't work till the light goes out...
There are lots of little things that your gonna find with all makes and years....
