The only info in my book was that the Exhaust and Intakes were extended, and it said to pull the hand throttle out before fording.
There was a picture of a handle below the hand throttle and above the choke that said "Pull out before Fording, Push in after fording". But nothing on what the extra handle was connected to or doing.
