It looks like it may be an overiding clutch. If so, it would allow the front wheels to turn faster than the rears during tight turns. I am trying to invision how this would work in reverse though. Typically, an overiding clutch only works in one direction. In reverse, it would only ratchet, unless it is a unit that acts like a locking differential.
