Are you holding sender to a good ground?Sounds like what would happen if the wire to sender was shorted to ground- what does it read with sender unhooked? Unhook wire at gauge, see it drops to empty. If neccessary, run another wire alongside wireing harness back to tank, also hook a ground wire from tank/sender to frame, and check for a ground cable from frame to battery/block. Or you can check your fuel level with a long clear piece of vinyl hose- start a syphon, hold hose to side of tank, allow gas to find it's level, that is how much fuel is in tank.
