If it does pass, you are being denied the use of your property and should be compensated for it. This is not just the fair market value. This essentially sounds like another way of condeming your property and taking it over under eminent domain. They will either make it hell for you to stay (and you won't be able to sell—your property will be worth nothing) or they will wait for or start a fire and then you will be burned out and the insurance company won't pay to allow you to rebuild.
You need to get you and your neighbors motivated about this. Eventually, the urban dwellers won't be able to cut down their trees, etc.. also.
