My question; Who, and how would anyone know if you cut down a tree on your property? Are the landscape police going to be out on patrol? Plant some fast growing privet hedge type material along the road, and once it hides you from prying eyes, you should be free to do what you want.
Sounds like a real stupid law to me. I'd get out and demand action against such a measure.
