Cummins 24 V diesel help

Changed the fuel filter on my '01 Cummins today. Drained the bowl out and replaced the filter. The problem is, I'm not getting any fuel to the bowl now. When I put the fuel filter in, I left the key on for 20 seconds or so to pressureize the system, I hit the starter and it ran for about 5 seconds (just enough to empty the injection pump I'm sure) and then nothing. I pulled the filter back out, and the bowl is bone dry.
What am I missing or what did I do wrong?
Do I need to manually fill the bowl up with diesel and try it again? If I did run the inj pump out of fuel, do I need to bleed out the injectors?
