Old tire Guy,
You should see what they run for space these days. The tires are 900x16 commercial which are a little beefier than the ND's leaving about a 1/2 inch of space. A 1/2" spacer would give one a little over an inch between wheels which would be enough. Using longer studs of course. As is I would dual only when required. I also have these same wheels which have the small hole (stud size) and a beveled plate on the outside for the regular nut. With these wheels you would stack them on a longer stud and not double nut. These would be great for a boom or wrecker truck.
I have the beefier brakes, plates and hubs that came off the trailers and I think that these could be modified to replace the Dodge units completely allowing the duals to be used both inside and outside. There is plenty of room to the springs.
Someone here did some measuring to see if one of these dual rims could be used as the inner with the disk brake conversion. As I recall it would work but it would be very very close to the wheel rivets. Grinding off the rivets and welding the center in place would solve the problem.
If you need duals it can be done as easy as putting a set on the outside or with a little work duals could be placed on both sides. If your going to dual up these are the wheels.
Another project for down the road.
