VIN for registration

I'm trying to get my '48 PW registered. I had a policeman come over to fill out the forms. The numbers on the body (serial #) and engine would not come up on his computer. He asked me if there was a VIN somewhere else. I told him as far as I knew, there wasn't. What do other people use for a VIN?
