All states are now moving to the International Building Code, at least the individual states adaptation of the IBC. It's a big push to try to standardize the building codes worldwide. I think it defeats the purpose by letting the individual states modify the code as they see fit. As far as inspections, they are setup as a safeguard to protect the building owners from unscrupulous builders. Code inforcement is done during the permit process. If a building (commercial) does not meet code, then a permit will not be issued. I was told by that the only thing that was checked during the residential permit process was the square footages for tax purposes. Check your local codes and ordanances, a permit may not even be needed for a free-standing garage or shop as long as you're not hiring someone to build it on your property.
