Why not use a hitch

suggested a Draw Tite Remov A Ball with the rails for your 03 Ram. No drilling required, it uses existing holes. I saw it put on, no holes drilled in the frame. The bed does have to have a large square opening
about 8 x 10 " so you have access to the Ball and safety chains.

Here is a link to the Mount I have on my 03 Ram 2500 4x4. Scroll down to the Rail Kits and you will see they use existing holes.
