I've often thought of that too (the weaking part) I guess they weight the advantages of securly placing the re-bar into the center with a concrete product vs. no steel at all in the proper location.
In nearly every wire mesh or re-bar slab that I have renovated or demo'd, the steel was laying on the dirt and was performing absolutely NO function other than rusting. The dobies and the chairs (both plastic and wire, which we use in tilt-ups) ensure that the steel will be positioned correctly,...as long as the laborers keep their BIG clumsy feet off of them! (plastic does break easily)
