If all the lines are empty, there is just too much air
to use the pumping technique. When the pedal is released, the
air simply expands instead of creating enough suction to
pull more fluid in. There are devices availble to force the
fluid through but I think you will get it working by opening the
bleeder screws, filling up the master cylinder and letting it stand.
Just check it every so often to see if you need to top up the MC.
This may take an afternoon or so.
