PW Towing Question

A couple of times I have tried to tow an M37 with a universal tow bar. The wheels don't seem to want track behind the tow vehicle like everything newer that I've dragged home. It actuall wants to wander back and forth on a straight road. Only short distances have been tried.
Is there a simple explanation and/or remedy to make the old girls follow mama?
