I have found that the best thing for this kind of work is a Milwaukee 7 inch grinder fitted with a steel brush. Its fast but throws a ton of dust in the air. I always wear a good chemical mask and googles while doing this. Also make sure your grinder has a guard on it.

I use the flat brush, not a cup brush and don't even think about using the stainless steel brush, they are way expensive and don't last as long.
