Max tire size for stock 1950 power wagon

We have 1950 power wagon in the need of new tires.

Can 38's be put on the truck with no modifications to the suspension/steering?

Do you have any recommendations for upgrading the tires "as big as possible" with a stock rim?

Or is there a maximum size for a tire for a 1950?
