The 360 heads will flow more fuel/air mixture into the cylinder then the 318 wants or needs. Then the piston compress's the air/fuel mixture and ignites. With a lower compression ratio it doesnt produce as big of a bang as it could with a higher compression ratio resulting in low performance. Most likly leaving un burned fuel to exit thru the exhaust. Due to the CC's of the 360 head being more making a bigger combustion chamber than the piston can use to the best of its ability.
A bigger bang when the spark plug ignites means the piston is gonna come down harder on its power stroke producing more power. Bigger bang comes from higher compression.
