I thought pistons drew fuel/air ? How do heads dump ?

How do the heads "dump" in more than the piston can draw ? That would constitute a increase in cylinder pressure prior to the valve closing if the cylinder had more air/fuel mix "dumped" in than could be chewed
wouldn't it ?
If one could afford those costly heads, one would just go with a 360 and not worry about fuel economy!
