Charging problems, calling all forum experts

65 WM300, 12volt, alternator/voltage reg. I just can't seem to figure out why it won't charge.
With ign on:
I have 12v at ign side of volt/reg,
12v at fld side of volt/reg, and alt.
12v at Alt. Bat. terminal. Same voltage when running, a little less with lights on (10.5v to 11v)
Tried new alt, new volt/reg, checked all grounds, nothing changes. Whats the procedure to "flash the field"????
