At the base of the carb bowl is the aluminum insulator between two gaskets above the butterfly manifold to insulate the float bowl from heat. Someone probably took off the govenor and replaced it with the plate. Normally the carb and govenor studs are parellel with the intake manifold. If this plate isn't, then you have a conversion plate for a different carb setup. In any event, match the plate diameter with the carb/manifold bore for better flow.
