Hey Bob, don't have a direct answer to your question, but on the older trucks with ET1, ET2, ET4, E7F1, or E7S1 carbs, that plate is meant to be there. Maybe it is needed in conjunction with the integral velocity governor on these carbs. I am not sure if that plate is used on the later carbs that have their own throttle plate and use an added sandwich type velocity governor.
