OK, Let's use the treehugger's logic with your story: Backpackers are reckless scourges to the environment and should not be allowed to go into federal forests. People like this succeed with this kind of stuff because they start by going after one small group of people at a time while the other groups say "That's OK it doesn't affect us". Then a few years later it's their turn, and the first groups don't care because they've lost their battle years ago. First, 4-wheelers, then horses, ect, ect, until no one is left.
