Just had my rear fenders off. Everything was coated with undercoating. I took a torch and heated the nuts a little and they came right off. I had my wife hold the phillips screw driver in place and I turned the nut. Nothing moved until I applied some heat. The only screw I damaged was the first one where I did not apply heat at first. Apply just enough heat to expand the nut and not the screw. That is often enough to break the rust loose. In my case I had a some burning undercoat and my wife gave me a bad time about that.
