Each set of windings is the same wire gauge throughout, but the two sets of windings differ. The primary windings are a larger wire gauge, and present in a smaller number of turns, than the secondar windings.
It is hard to know how much oil. I think practical physics tells us that the coil would not likely be full, because it is exposed to quite a temperature range, as it got hotter, a truly full coil would be looking for places to expel oil. Certainly some will show signs of leakage, and if they do, they should be replaced.
