What is this loop for???

I noticed today crawling under my FFPW(trying to see where the old bed is still stuck/attached) that there is these 2 loops on either side attached to the outside part of the frame almost over the axles and next to the rubber axle stops. They are in the center portion of the picture. They definitely original factory loops. What are these and what are they for???
