Are you asking about pre-2002 diesels having a difference?
I know that the 24 valve, non-common rails' all put out a pretty good amount of noise, probably a combination of twice the number of exhaust valves open to the atmosphere, and the turbo mounted high in the engine bay.
The new Cummins HO uses a high pressure common rail which considerably lowers the noise level, nearly to gasoline engine levels. Also the turbo is now mounted very low in the engine bay. Combine that change with approx 650 lbs of torque and 345 HP and that is a fair tade-off.
