I've had a couple of rusty ohio PWs with the same left side trouble. After much study, I believe it's the key hole in the passenger door which is protective. This was part of a secret chrysler experiment to promote rust. This culminated in the Plymouth Volare which could rust through in months with exposure to only sunlight and dry air.
