Up here, "Run Flat" was the term used by the British for what the US called "Combat Tires" ie. they can be run without air (at limited speed, but at full rated load). I think what the seller is talking about is the internal bead lock ring that fits inside the tire, and keeps it from slipping on the rim when driving with no air in it.I have a set of 900/16 Dunlop "Run Flats" on my 54 Fargo PW winch truck that were original equipment on a Ferret Armoured Car. They came with a 2" thick, 5" wide rubber ring that mounts inside the tire between the beads. Bolting the rim halves together compresses this ring, and "locks" the beads onto the rim. Joe L.
