Ok, since you found water in the filter, its possible that you have some water in the fuel bowl in the carb which is frozen.

Unless it gets quite warm, and the forcast is very cold tommorrow night in the Northeast, I suggest you move it inside where you can get some heat in the enclosure. It will need to sit, mabey a few hours, depending on the temperature in the enclosure, to thaw. Get some Dry Gas, dont get the cheap stuff found in supermarkets.
Put a can or 2 in the fuel tank. Dry Gas is Alcohol, which is a polar solvent and will bind and mix with the water. The result will burn with the gasoline. Use dry gas each time you fill your tank.

If you have a LOT of water in the carb, you may have to drain the water from the carb before it will start.

Be sure your choke is working. Keep your battery charged. Learn how many pumps on the throttle is needed before you hit the starter, with the choke pulled.

Mostlikly after its thawed, it will start. The dry gas in the tank will work its self to the carb fuel bowl and take care of the problem.
