Paul is most likely correct. When the moisture gets in the carb, the needle and seat stick. Pull the plug on the side of the carb bowl and see if any gas runs out. No? Needle stuck: tap the carb where the fuel line connects to it gently with a solid object. I use a small brass hammer. Now with the plug removed, crank it over and see if it pumps gas out the hole. Yes? Put plug back in and start.
