It varies from state to state. I have had 2 M-37s like this. One came out of a local FD and the other from a utility company. I was lucky enough to get the titles for both trucks from the municipalities involved. I have also gone the other route with only a bill of sale and a smile on my face. In KY this seems to take many letters from other states and prior owners, and about 2 years. I guess they are waiting to see if the VIN shows up hot.
My advice to seek out the municipality that had the truck in its FD. Also get the VIN and go see the folks at the DMV. They might be able to see who actually has title to the truck. It pays to seek out user freindly folks at the DMV. We have some really helpful sweet young girls here, and also a couple of evil witches.
