Starting Issues on the WF

Long story short I went thru a 2 year divorce with myself kicked out of my house and away from my stuff including most of my vehicles. After dealing with a lot of other things I am now working on getting vehicles running again.

My 1947 WF-32 is having some issues sitting a tad more then 3 years now. Yesterday I put a new battery in and hit the starter and it turned the engine over. Was late so i stopped for the night. Today it wont turn over at all. Motor is not locked up and can be turned by hand. I cleaned the battery clamps and the postive ground to the frame. It seems like the truck is not getting power at all or getting a little bit. The battery now is showing 4 volts.

I talked to Paul some on the phone and he is concerned about the starter having issues sitting so long.

My big question is how low of voltage can the battery go before it wont turn over?
I do have power to the starter.

Tonight I can hear the solenoid click and sometimes the starter will bump slightly but never turn motor clear over. Voltage goes back down to 4volts after a bit. Have a charger on it tonight and will see what tomorrow brings.

THoughts and ideas? Truck was running fine when I shut it off3+ years ago.
