Maybe you could fabricate a "J" shaped device of 3/8" or 1/2" steel that would fit over the top of the bumpers and hang down past the bottom of the bumpers with an opening for the chain to pass through? They would be heavy, but fashioned correctly should not require clamping or bolting.
